Keberhasilan organisasi, termasuk organisasi di sektor publik seperti institusi pemerintah, bergantung pada kualitas pelayanan. Dalam era global seperti sekarang ini, organisasi dituntut mampu memberikan layanan yang andal, responsif. Pelayanan yang baik akan meningkatkan kepuasan masyarakat dan kepercayaan terhadap pemerintah. Tujuan penelitian ini untuk mengidentifikasi variabel yang mempengaruhi kualitas pelayanan, serta teknik dan pendekatan untuk meningkatkannya. Metode systematic literature review (SLR) digunakan untuk menjawab pertanyaan penelitian. Hasil penyaringan PICOC menghasilkan 22 artikel ilmiah relevan dari jurnal nasional dan internasional. Kata kunci seperti kualitas pelayanan, disiplin kerja, adopsi teknologi, dan kepemimpinan digunakan untuk mencari literatur yang relevan dan fokus pada hubungan antara variabel penelitian. Hasil penelitian menunjukkan bahwa disiplin kerja mempengaruhi kualitas layanan karena meningkatkan konsistensi dan efisiensi. Kepemimpinan mendorong inovasi dan motivasi karyawan, dan adopsi teknologi mempercepat dan meningkatkan transparansi. Selain itu, penelitian ini menemukan bahwa transformasi digital, evaluasi berkala, pelatihan pegawai, dan penerapan kepemimpinan mendukung peningkatan kualitas pelayanan.

Abstract

The success of an organization, including organizations in the public sector such as government institutions, depends on the quality of service. In this global era, organizations are required to provide reliable and responsive services. Good service will increase public satisfaction and trust in the government. The purpose of this research is to identify the variables that affect service quality, as well as the techniques and approaches to improve it. The systematic literature review (SLR) method was used to answer the research question. The PICOC screening results in 22 relevant scientific articles from national and international journals. Keywords such as service quality, work discipline, technology adoption, and leadership were used to search for relevant literature and focus on the relationship between research variables. The research results show that work discipline affects service quality by improving consistency and efficiency. Leadership encourages innovation and employee motivation, and the adoption of technology accelerates and enhances transparency. Moreover, this research found that digital transformation, periodic evaluations, employee training, and the implementation of leadership support the improvement of service quality.
